China Green Card or we called China PR(China Permanent Residence) is issued to those who are going to reside in China permanently. Before if you want to apply the China green card, the access threshold is very high. So in shanghai, there are 170,000+ foreign expats living and working in shanghai, but only 2400 person successfully got the China permanent residence. Right now, there is a good news from 1st July 2015, Shanghai public security bureau relax the China green card's policy. Right now more and more foreigners have the benefit to apply it.
Who will get benefit from the new China Green Card's policy?
• High Earners: For those foreign expats who worked in shanghai continuously for 4 years, every year stay in China over 6 month. Salary is over 600,000RMB per year and paid his/her Shanghai incoming tax over 120,000RMB per year, with no criminal record.
• Foreign Talents: For those foreign expert who have the China Talents visa (R visa, more details about how to apply R visa, please check the right side menu "Talents R visa" section), and continuously work in shanghai for 3 years, with no criminal record.
What's the benefit for foreigner who has China PR?
• It's for 10 years continuous stay, and multiple entries.
• If you got the China green card, your foreign spouse and child can apply it as well.

Aliens who conform with the following requirements may apply：
(1)Married to a Chinese citizen (with permanent household register in China) or with an alien who has obtained the permanent household register in China;
(2) With marriage sustaining for 5 years; and,
(3) Having lived in China for continuous 5 years and resided in China not less than 9 months every year;
(4) With stable, ensured living and residence;

6. The Marriage Certificate issued by the Chinese Civil Administration. The Marriage Certificate issued by a marriage organization abroad should be authenticated by the Chinese embassy or consulate stationed in that country;
7. The certificate for the applicant’s source of income issued by the municipal notary office or the certificate for the financial affidavit of the spouse in Shanghai. The certification issued by an organization abroad should be authenticated by the Chinese embassy or consulate stationed in that country;
8. The certificate for rented house or the housing ownership certificate of the applicant or his/her spouse. If the certificate for the rented house or housing ownership certificate involves other people apart from the spouse and children, submit the notarized permit for stay with the other persons.

D2.Permanent Residence Certificate for Employee
Aliens who conform with the following requirements may apply：
1. Has been working in Shanghai for four successive years, and the period of physical residence in China each year in the four years should reach 6 months or more;
2. The annual income from wage and salary before taxes for four successive years should be more than six hundred thousand YUAN;
3. Individual income tax paid annually should be more than one hundred and twenty thousand YUAN;
4. Being recommended by current working unit.
***Note: Accompanying spouse and child(ren) under the age of 18 who is/are not married of the applicant meeting the qualifications stated above can apply for corresponding alien permanent residence permit at the same time.
Paperwork list of China D2 visa service:
1. Passport with valid visa (you should have 4 years continuous shanghai working residence permit, if it's in old passport, you need to provide the old passport as well)
2. 2 Passport Photographs (2 inches size: 3.5cm*4.5cm) in original and digital.
3.Lastest four years’ income certificate issued by working unit; 4.lastest four years’individual income tax paid proof issued by Shanghai tax authority;
5. Valid Alien Employment Permit or Foreign Expert Certificate;
6.Recommendation letter issued by current working unit;
7. The copy of annually checked Enterprise Business License, and for foreign venture, Approval Certificate and Collaborate Annual Check-up Certificate should also be submitted;

9. The certificatefor no-criminal record abroad authenticated by the Chinese embassy or consulate stationed in that country;

D3.Permanent Residence Certificate for Relatives Seeking Refuge
Aliens who conform with the following requirements may apply：
(1) Those who have no direct relatives abroad seek refuge with direct relatives within the Chinese territory;
(2) With full age of 60;
(3) Having stayed successively in China for 5 years and stayed in China for not less than continuous 9 months every year; and,
(4) With stable living guarantee and residence.

6. The certificate for relationship issued by the Chinese notary office, the Certificate for Relationship and the Certificate for No- Direct Relatives Abroad issued by a relevant organization abroad should be authenticated by the Chinese embassy or consulate stationed in that country;
7. The certificate for income of the refugee or that of the person accepting the refuge as notarized by the municipal notary office. The certification for income issued abroad should be authenticated by the Chinese embassy or consulate stationed in that country; and,
8. The refugee’s certificate for rented house or housing ownership, or the certificate for rented house or housing ownership of the person accepting refuge and the notarization for allowing the refugee to stay.

D4.Permanent Residence Certificate for Reunion with Children
Aliens who conform with the following requirements may apply：
(1) One of the parents or both parents are Chinese citizens (with Chinese permanent household register) or foreign parent with a permanent residence certificate;
(2) Children under 18 years of age and unmarried;
(3) With foreign citizenship as approved.
Paperwork list of China D4 visa service:
1. Passport with valid visa
2. 2 Passport Photographs (2 inches size: 3.5cm*4.5cm) in original and digital.
3. The certificate for permanent household register of the Chinese parents or the Permanent Residence Certificate for Aliens for the foreign parents;
4. The applicant’s birth certificate or certification for parent-child relationship (determined as parent-child relationship by the Chinese public security and judicial authorities or the Chinese household register booklet.) The certification issued by a relevant organization abroad should be authenticated by the Chinese embassy or consulate stationed in that country; and,
5. In the case of adopted children, submit the certification for adoption issued by the municipal civil administration organ.
The adoption relationship established abroad should be authenticated by the Chinese embassy or consulate stationed in that country;
The adoption relationship established in Hong Kong, Macao or Taiwan should be notarized by a relevant notary office.

D5.Permanent Residence Certificate for Personnel in Office
Aliens who conform with the following requirements may apply：
(1) One who assumes in China the position of a chairman of the board, vice chairman of the board, general manager, deputy general manager or above or one with the associate senior title of post of an associate professor or researcher or above;
(2) One who has held the post for consecutive 4 years and having lived in China not less than accumulated 3 years;
(3) With a good record of tax payment;
(4) The work-unit wherein he/she works conforms with one of the following requirements continuously for four years:
(A) Departments under the State Council or scientific research institute under Shanghai Municipal Government or undertakings with administrative nature or function;
(B) Key institutions of higher learning (“211 Engineering” school and those enrolling for the first time new students);
(C) Enterprises or undertakings carrying out the state’s key engineering projects or major scientific and technical projects;
(D) New and high-tech enterprises, enterprises encouraged for foreign investment, advanced technical enterprises invested with foreign capitals or enterprises invested by foreign businesses with products for export.
(E) Serving in National Laboratory, State Key Laboratory, National Engineering Laboratory, National Engineering Research Center, National Recognized Enterprise Technology Center, National Engineering Technology Research Center or Foreign Investment R&D centers or enterprises and institutions.
***NOTE: The accompanying spouse and children under 18 years of age and unmarried of the above personnel may apply, at the same time, for the same permanent residence certificate for aliens.
Paperwork list of China D5 visa service:
1. Passport with valid visa(you should have 4 years continuous shanghai working residence permit, if it's in old passport, you need to provide the old passport as well)
2. 2 Passport Photographs (2 inches size: 3.5cm*4.5cm) in original and digital.
3. Health Certificate (Appointment Tel: 021-62688851 or Book online here) .
4. The certificatefor no-criminal record abroad authenticated by the Chinese embassy or consulate stationed in that country;
5. The certificate for the applicant’s position or title (resolution of the board) issued by his/her work unit and the valid Foreign Expert Certificate or Alien Employment Permit;
6.The certificate for personal tax payment for the recent 4 years;
7. The relevant certificate of the work unit:
(1) When the enterprise or undertaking is a state key engineering project or major scientific project, the applicant should submit the proof for the project by the department in-charge under the ministry or province;
(2) Foreign investment enterprise should submit the original and duplicate of the business license,approval certificate and the certificate for the joint annual inspection together with one of the following authentic certificates:
When the work-unit is a new and high-tech enterprise, the applicant should also submit the certificate for new and high-tech enterprise for 4 years;
When the work-unit is an enterprise encouraged by the state for foreign investment, the applicant should also submit the confirmation for the foreign-investment project encouraged for development by the state for 4 years;
When the work-unit is an enterprise of advanced technology invested with foreign capital, the applicant should also submit the confirmation for the enterprise of advanced technology invested by foreign capital for 4 years;
When the work-unit is an enterprise invested by foreign capital for exporting products, the applicant should also submit the confirmation for the enterprise invested by foreign capital for export products for 4 years;
(3) Serving in National Laboratory, State Key Laboratory, National Engineering Laboratory, National Engineering Research Center, National Recognized Enterprise Technology Center, National Engineering Technology Research Center or Foreign Investment R&D centers or enterprises and institutions, should submit confirmation certificate for successive 4 years issued by administrative department.
***NOTE: The accompanying family members, besides valid passports and visas, he/she/they should also provide relative certificates-those issued abroad must be authenticated by our consulate or embassy stationed abroad. For example, for spouse, he/she should submit marriage certificate, health certificate and foreign no criminal record certificate as well; for child(ren) under 18 who is/are not married, he/she/they should also submit birth certificate or parent-child relationship proof; for those who have been adopted, they should submit adoption certificate.

4. Recommendation letter or relevant certification issued by the Chinese government department concerned, that is, a letter of recommendation issued by the ministry, commission or bureau in-charge under the State Council or a letter of recommendation issued by the Shanghai Municipal Government, the certificate for residing in China issued by the state department in-charge, certificate for award such as the Honorary Citizen of Shanghai,the Honoral Magnolia Award of Shanghai,the memorial Magnolia Award of Shanghai or certificate for important scientific research achievement of world influence or great value.
***NOTE: The accompanying family members of the above applicants, apart from submitting their own valid passports and visas, should also submit the relevant certification (Issued abroad should be authenticated by the Chinese embassy or consulate stationed in that country). For example, when the applicant is a spouse, he/she should submit the marriage certificate,health certificate and no criminal record certificate ; children under 18 years of age and unmarried should submit their birth certificates or certificates for the parent-child relationship with the applicant; adopted children should also submit the certification for adoption.

D7.Permanent Residence Certificate for Investor
Aliens who conform with the following requirements may apply：
(1) An Investor who invests in China with an actual sum of registered capital paid amounting to 2 million US dollars or above (not less than that amount to be sustained for 3 consecutive years);
(2) An Investor who invests in China’s central areas with an actual sum of registered capital paid amounting to 1 million US dollars or above (not less than that amount to be sustained for 3 consecutive years);
(3) An Investor who invests in China’s western areas and key poor counties supported by the state in development with an actual sum of registered capital amounting to USD500,000 or above (not less than that amount to be sustained for 3 consecutive years);
(4) An Investor who invests in enterprises encouraged by the state under the promulgated Guiding Projects of Enterprises Invested with Foreign Capitals with an actual sum of registered capital amounting to USD500,000 or above (not less than that amount to be sustained for 3 consecutive years);
***NOTE: The accompanying spouse and children under 18 years of age and unmarried may, at the same time, apply for the same permanent residence certificate for aliens.
